The Collapse of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the current period. By day, political struggles are conducted: positive announcements are released from different nations. Significant resources is expended on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a ability enabled by timely intelligence. From witness perspectives, defense planes that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's air-defence systems activated: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: maybe the hostile projectile won't cause damage this time, sparing the city from ruin and additional electricity failures.

Continuous Dangers

Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a defensive team – most likely Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.

Periodically, this continued until dawn. Kyiv awoke to the morning news: several casualties, damage and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's essential dependence on external assistance – a reliance that European nations are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from Washington generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, continue.

Political Considerations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unfeasible to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's occupied territories.

The issue is that while accepting these circumstances, American administration does little to deter Moscow, through statements or actions, from believing that the status quo will not change more in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but averting a complete military breakdown until situations evolve in its benefit.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These two forces are guiding negotiations.

Assessment and Future

It took a just a single week to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
